Alexander E. Lebedev

  • Council Chief, President of the National Reserve Bank, Chairman of NRC’s Board of Directors.

Graduating in Economics from the Moscow State Institute of International Relations (University) in 1959, Mr Lebedev was then engaged in diplomatic posts, including a period at the USSR (RF) Embassy in London.

In 1993, he chaired the Russian Investment Financial Company’s Board, and in 1995, joined National Reserve Bank's Board.

From 2003 to 2007, he was a Deputy of the State Duma of the Russian Federation Federal Assembly.

Mr Lebedev holds a Doctor of Economics.

Sergey V. Aleksashenko

  • Director of Macroeconomic Studies at the Higher School of Economics National Research University, member of the Advisory Board under the Bank of Russia’s Governor.

As Russia’s Deputy Finance Minister, Mr. Aleksashenko played a defining role in macroeconomic and tax policy, accounting and negotiations with the IMF. As the Senior Deputy Governor of the Russian Central Bank, he oversaw monetary and currency policy, accounting and settlements system. He was also Head of the Commission on Auditing Activities under the President of the Russian Federation, Senior Deputy Chairman of the Sberbank of Russia’s Supervisory Board, in Interros Group, in Antanta Capital, in Moscow’s representative office of Merrill Lynch.

In 1986, Mr Aleksashenko graduated in Economics from the M.V. Lomonosov Moscow State University. Ph.D. in Economics, professor emeritus of Jilin University (Chanchun, China).

Yuri N. Zhdanov

  • Senior Deputy of General Director of Vnesheconombank Investment Company (VEB Capital).

From 2002 to 2004, Mr Zhdanov worked as the Deputy Minister of Economic Development and Trade and the Senior Deputy Chairman of Russia’s State Customs Committee. From 2004 to 2005, chaired the Board of Directors of SU-155 Conglomerate, was the Assistant Chairman of the RF Government, worked as the Head of the Federal Agency for Special Economic Zones Management. Since 2006, has represented the interests of Russia’s Chamber of Commerce and Industry in the countries of the European Union.

In 1985, Mr Zhdanov graduated with a law degree from the Military Red Banner Institute of the USSR Ministry of Defence. He also holds a qualification in International Economic Relations from the Russian Academy for Foreign Trade.

Sergey A. Ilchenko

  • NRB Saint Petersburg Branch Manager, General Director of National Housing Corporation in Saint Petersburg.

Mr Ilchenko has worked in the USA as finance manager of a Russian-American healthcare project, and a consultant with Barnard & Co (New York). He has also worked with both JP Morgan and CSFB in London.

Graduated in 1987 from Leningrad Polytechnic Institute magna cum laude, specializing in Economics and Energy Engineering Management. Also holds an MBA in international finance from the University of Massachusetts (USA).

Kirill Y. Kudimov

  • Head of Investment Banking Operations with Silk route financial Group Ltd. in Russia.

Mr Kudimov has worked with Vnesheconombank (Moscow), National Reserve Bank, ING Barings (London), Sberbank Russia.

Graduated in 2002 from City University (London) with a BA in Actuarial Science. Also holds 2007 Master’s in Finance from the London Business School, with a focus on investment banking.

Andrey F. Manoylo

  • Chairman of the National Reserve Bank Board.

Prior to joining the banking sector, Mr Manoylo worked extensively in research, business and administration. With Sberbank Russia, he has held various managerial positions, from Deputy Departmental Manager to Deputy Chairman of the Board, Director of Internal Controls, Inventory, and Auditing. Following this, he worked in the Russian Post Federal State Unitary Enterprise as the Senior General Director Deputy, and with NRC as General Director.

In 1979, he graduated with a degree in Solid State Physics from Moscow Engineering and Physics Institute (MIFI). He also holds an S. Orjonikidze Moscow Management Institute degree in Mechanical Facilities Management.

Victor V. Nekrasov

Mr Nekrasov was with the USSR Ministry of Foreign Affairs for over a decade prior to joining the banking sector at a managerial level with Credit Lyonnais Bank (Paris), EBRD (London), AIG-Interros Russian Century Fund, Amtel-Vredestein Russian-Dutch venture, Rothschild Bank, Bank of Moscow, Timan Oil and Gas plc., and NRC.

Mr Nekrasov graduated in 1982 from the Moscow State Institute of International Relations (University).

Andrey A. Samoshin

  • General Director of Maxim Gorky (a Tula region agricultural company).

Worked as the head of an agricultural enterprise, and was elected first to the Tula Regional Duma and then to the State Duma of the Russian Federation Federal Assembly (Convocation IV).

Mr Samoshin graduated in 1994 from the K.A. Timiryazev Moscow Agricultural Academy specialising in Horticulture and Viniculture. He also holds a Law degree from the Russian Academy of Public Administration under the President of the Russian Federation.
